A friend of mine went to a job fair for a well known company. On the application he filled out before he was interviewed, they asked age range 18-20, 21-25 26-36, , and then the last one was "other" (meaning anyone over 36), they made this optional, but it was bascially stated if you really want the job you shouold complete the survey.
Is this even legal? I haven't applied for a job in a long time, but I found this troubling, especially since my friend is over 50.

It is not illegal to ask the question. It is illegal to use the information to discriminate against older applicants.
This. There are reasons a company might want to know the age brackets of people who might be interested in applying for a job or starting a career with them.
I see nothing on the EEOC site that says job applications cannot ask for age ranges of applicant. Just general statements that jobs can't discriminate against you because of age (if you are over 40).
But we all know that's a load of bunk. The supreme court has weakened age discrimination lawsuits, and companies have so many ways to age discriminate without any repercussions.

While not illegal, it could actually be legitimate and not meant to discriminate. Was it on the application itself or a separate survey? If the latter, it could be part of a survey to accumulate data, and not even be seen by the hiring managers.
Big companies And public agencies often publish employee demographic reports, but some may also use data such as this to demonstrate a lack of protected applicants applying.
Here is the exact question, I went online and applied myself, and it came up near the end of the application. I was unable to continue until I checked it.
