I wouldn't focus on HR, but the hiring manager. Find someone who is a hiring manager to be a mentor for you, and ask that person to review your resume. Also, people who have the jobs you want, ask to see their resume and review yours.
There is no magic in getting past HR, but getting the attention of the hiring manager is key. People in HR don't do anything more than keyword patterning matching to decide which applicant is a match. For example, they wouldn't know that CentOS is the same as RedHat Linux, but the hiring manager for IT operations should.
