If you can't find a job in the restaurant/hospitality during a massive, industry-wide staffing crisis, you just might be unemployable.
I've seen a return of good ol' fashioned "Help Wanted" signs in storefronts lately with an actual on-site or phone contact; maybe try that approach if the same thing is happening in your area instead of using Indeed or similar online job-ad aggregating sites.

Yes. That is a part of the job search process. You have to keep applying and don't allow the rejections to affect you.
This kind of reminds me of something I saw a few months ago. There was a guy standing on the corner with a "will work for food" sign. Interestingly enough, the gas station behind him has a help wanted sign up, a taco bell across from the corner is always looking for help and a restaurant a block down the road always has a help wanted sign up.
