I was fired from a job 10 years ago. Unemployment said unsubstantiated and payed me. I applied to the same company recently, and they are doing background checks. What are my chances of rehire?

Just because one gets unemployment that does not mean they will get a good reference or any reference at all. And, it does not mean by any stretch of the word that you are eligible for rehire. Fired still means 'fired'. People are fired every day and are eligible for unemployment. If you were fired there must have been a reason for it. Whether it was good, bad or indifferent, they still fired you. Laid off is one thing, but fired is a whole different ballgame.

I can't imagine in any possible scenario where someone would rehire anyone who has been fired from their company unless, of course, the company realized, and knew, the reason for termination was so blatantly unsubstantiated that they realized they were wrong.

Yes that is very rare for someone who was fired to be rehired back in the future. The only time I seen someone rehired is when they were laid off or resigned and decided to come back to the company.
