You bet! I have never been hired to a job that I had actually been qualified for. You have to show the interviewer that you bring to the table his best choice for an employee. And, you have to believe it yourself. Then comes the challenge: You have to be able to back it up, so get good at it, quickly. This economy is no place for wimps.
TVSG, have you ever considered going to a Toastmasters meeting? Seems there have been a few opportunities for you that require public speaking, but you're not comfortable with that. I'm not all that familiar with Toastmasters, but they help people become comfortable with public speaking. It might be something that you should look into. It's also something that you would be able to add to your resume.

It's already on the resume about how I gained experience in publicly presenting reports and conducting workshops on the job market.
Something like this would go under the heading of "Training and Development" or "Organizations and Societies" on a resume. Stuff not specifically related to a job. Basically, highlighting that you're working on professional development outside of the office. It might also be a good "network."
I guess I could try, but its always a gamble and the employer would have to be pretty desperate/daring to hire someone without any experience in the field. Its their reputation and business on the line, not just our employment status.
I do however feel comfortable apllying for something related to something I've done before, because at least I can be trained in the parts I don't know and could pick up probably given time.
