Most places send some sort of correspondence if you make it to the interview stage. The company I work for typically will call and let them know as the original OP posted.
It would be unreasonable to expect an employer to send anything to someone who only submitted their resume and did not receive and interview. In some cases we receive 500 resumes for a position. Other companies could thousands. Thats a lot of dollars spent for nothing.

1. were not interested
2. Job didn't exist in the first place

I haven't applied to but one job in the past year and that was internal; however, from what two of my good friends have told me who are looking for jobs presently-- they have been getting the preemptive emails that basically say thanks for applying if we are interested in you then we will contact you.
I don't see how an employer needs to do much more for you than that.
Although I do think that if you are interviewed for the position then you should get a rejection email or letter.

At least with Federal jobs anyone who applies will ultimately get the good or bad news.
With technology I would think it should not be that hard to send a rejection notice to everyone who applied online. After the job opening is offered to and accepted by the one lucky candidate, why not send a mass email to everyone else letting them know the position has been filled? A modern information system should be able to easily handle that.

Or they schedule interviews for 1 day only and only call in a short amount of time.

If you don't want the job don't call back, you have a choice as well.
This guy laid out exactly why they don't call back. Some positions get hundreds if not thousands of applications. The cost to send out letters to all these applicants would be significant and you as the guy who's not getting the job isn't goign to be happy getting an automated letter.
Phone calls, same thing, really you want them to call hundreds if not thousands of people back.
I suppose it could leave an employer open to liability if they tell you why they didn't hire you as well if you start asking, plus its just annoying to tehm they are turning you down for a job they are not your career counselor.

I didn't spend my time worrying about what companies wasn't calling back because it was too much for me to do on a daily basis in regards to job search. If someone spent their time worrying about WHO wasn;t calling back means they are not BUSY enough doing job search related activities
