It's an "onboarding" webpage where I was given a login to complete another employment application (already applied online on their website before), fair credit reporting/disclosure, new applicant survey, and central registration depository.

It's with a large financial institution. Is this the norm these days? I've never had to do anything like this prior to just a phone interview

Yea, is normal. Some company is like this, they got resource and make sure that you are clear before they actually phone interview you. Maybe they don't want to waste their time to talk to you and then later find out that you are not clear on all the paperwork and background check.

Yes, I applied to an financial institute in the past for a corporate function and you must apply, give disclosure/etc, and be selected for the phone interview.

The phone interview will then usually be with a recruiter who will ask you basic screening questions on your experience. If you sound like you have legitimate and related experience, they will schedule you for an actual interview with a manager/supervisor.

Interviews are getting more competitive with 2nd and 3rd interviews becoming the norm (at large corporations in finance/accounting at least), and the screening process is attempting to weed out anyone it can.
