There are Black Jews and then there are Black Jews.

The former are Blacks who converted to Judaism, or who have a Jewish mother and Black father and consider themselves Black, as well as Jewish.

The latter, Black Hebrew Israelites, are a group of Black people who claim that they are the original Jews but are not recognized by the traditional Jewish community as being Jewish.

Since Judaism is a religion and not an ethnicity, anyone could conceivably adopt it, regardless of what they happen to look like. So the answer to your question is definitely "Yes."
