I'm probably putting my ignorance of Jewish law on display but I thought Kosher was all about food, not web technology. Or are you just using "kosher" in the non-Jewish sense of "proper" or "ok"? If the latter, than it depends on who is setting the rules. According to my rules any web site is fine for any age appropriate viewer so long as it doesn't victimize anyone. The real question is defining "victimize".

Kosher means fit, proper, correct. It isn't restricted to food.
