Very good. But what if by doing so other G-d fearing Jews in town may see the mezuza and mistake this Jewish merchant's goods as being kosher, when in fact they are not, and then come to transgress the Torah commament to only eat kosher food?

That will teach them to not be so nonchalant when accepting food as being kosher. It is their responsibility to make a reasonable effort to ensure their food is kosher.
They should have gotten the idea Shimon was selling non-kosher food when they saw he had pork ribs for half price.

G-d fearing Jews don't rely on Mezuzas for the Kashrus of the store.

So if you were the posek, how would you poskin and why?
Sounds like so far each of you wants Reuven to give Shimon the mezuza. Does anybody say he should not give the mezuza (throwing you all a lifeline here).
I wouldn't give him a Mezuzah if I was a Torah Observant Jew.
That being said, if the shop owner didn't like it, he could always go get his own Mezuzah.
So you would not give him the mezuza? It's a Torah obligation that all Jews, regardless of their level of observance, place a kosher mezuza on their door. Wouldn't you just be helping your fellow Jew to perform a mitzva they otherwise may not be able or willing to perform? Remember, Shimon came out of his shop and requested a kosher mezuza from Reuven.
As I said, my comment is if I was a Torah Observant Jew, so my opinion may not completely make sense (and does not reflect my own opinion as a Reform Jew).
I just don't understand how you could help someone perform a Mitzvah if they on a daily basis are the facilitator of other Jews breaking kashrut. Shouldn't you be rebuking this person if they sell trief to Jews?
