I assume you mean the Section 8 voucher program and not the Section 8 home ownership program.
Section 8 eligibility is always equal to 40% of the population in every county. (75% of those eligible must be 30th percentile of income of lower.) So basically, you just have to figure out how many people in Jackson County at the 30th percentile of less income live in KCMO and in half the number in the 30th to 50th percentiles. That should give you an approximate number eligible.

The number actually on Section 8 varies depending on the available federal grants, as the number eligible almost always exceeds the amount of grants available. Since the sequester made some pretty big cuts to Section 8, that percentage is probably the lowest it has been since the mid 90s.
