Back when I grew up there it was called the Syphilis capital of the US. Its still holding its own in that regard. Its equally divided among black ,white and Hispanic and its populated with the sick, poor and the young.

Putting in all the section 8 housing is just a recipe for disaster. Poor people who came to the city when I grew up built their own shacks or bought houses.
