One thing I think we forget is how tasks like going to the Social Security office or DMV, that are inconvenient and annoying for your average middle class American, are downright daunting or even impossible under other circumstances.
If you have no transportation, can't leave work during business hours, have small children to schlep around with you, etc. etc., then getting a driver's license or a passport can be almost impossible. And the cost can also be prohibitive.
We tend to look at these things from inside our own perspectives and world views, but lots of people live in very different realities. You may not be put off by a robo call that is vaguely threatening, but there are many vulnerable citizens who are. It is a matter of perspective.
I am not defending the rights of illegals to vote, but trying to say why this may seem to be more of a barrier to others in different circumstances. I agree that there is a great deal of voter suppresion in minority communities, and this concerns me at least as much as voter fraud. It is, of course, a type of voter fraud.

Doing any of those things is a royal pain in the butt as far as I'm concerned. I completely agree with your entire post. You get it.
