I moved from AL to KY. My wife registered our car with DMV and did not have actual sales contract from dealer. The DMV charged sales tax on value of car.

Then we found the sales contract showing she paid $75 too much in tax. Go figure, the politicians in Frankfort passed a law giving them the upper hand when this happens. No matter if you can prove you paid too much, they don't have to refund any extra you paid. But, if you don't pay enough, you guessed it, interest, late fees ext.....

Most states operate this way for first time reg. Not just KY.
In regard to late fees--Ive never heard this. When you go to the DMV, you settle your registration at the walk-around / inspection. How do you incur a late fee after you've paid?

I just started the process to register a motorcycle that has been in storage, but tagged in another state, previously, and that is a long process . . . Just getting the paperwork from the loan administrator and previous state turned into a 3 week wait.

We moved here from NY recently, and found the DMV processes to be simple and easy! AND we don't have to register our 3 trailers if we don't plan on taking them out of state! Saved over three hundred right there!

Yup, we did pay a tax on both the trucks, but our property taxes are about 1/8 what they were in NY!!!!!

They do that because too many folks had 1-2 year old vehicles they paid $100.00 for
