1. Cities shouldn't offer huge (I would argue none at all) incentives to attract retail jobs.

2. Tri-Cities Crossing was always the worst of the sites, by far. Incentives being identical, that development wasn't going to get a lot of retail and those who thought so are ignorant of our local culture. Rccrain- did I see you actually suggest residential or a retirement home on that site? Living close to the interstate is already considered a negative, who wants to live out in the middle of nowhere surrounded by nothing but two interstates? That site will eventually be filled with either a distribution center (Wal-Mart, Amazon, etc.) or a hub for car dealerships.

3. 20 years from now, many of the sites at the Pinnacle and Falls will be vacant, especially at the Falls as its only a matter of time before Cabelas closes (they are already transitioning to more and more of Bass Pro merchandise since the merger). As retail continues to close nationwide and/or expect a city to subsidize their opening, cities are being left with large vacant properties. This isn't real growth, and this isn't increasing the standard of living.

1. If your population wants a retail development, what is the harm in offering temporary property tax breaks on tax revenue that will never materialize if you do not win the development anyway?

2. a) The Villages is right next to an interstate.
2. b) People already drive to The Pinnacle from Johnson City. They absolutely would have driven from Bristol to TC Crossings. It would have been more accessible to larger parts of VA too.
2. c) Amazon and Walmart will not sniff the sight without far greater incentives than it would have taken to land Bass Pro.

Regardless of whether or not you personally agree with the incentives, they're kind of necessary these days. A "you snooze, you lose" type of deal.

I also heard the WhichWich at The Pavilion closed. I think that opened up when the shopping center or shortly afterward.

There is very little at the Pinnacle that you cant find in Johnson City besides Carmax, so I dont understand why anyone would make that drive often. I sure dont, and the only people I know that did was for the movie theatre before Johnson City's upgraded.

If a company can make a profit in your city long term, they will open without the incentive. If they cant make it long term, they shouldnt be there in the first place. We arent talking about a factory with high paying jobs that can literally locate anywhere. Retail should not get incentives, period. And neither should developers other than road improvements, etc.

When I have to shop I actually prefer the Pinnacle in Bristol, TN over any shopping center in the area. They have by far the nicest Belk in the area, it's even considered a flagship store. Marshall's is nice and hands down it has the best movie theater in the area. I know people in JC too that definitely drive to the Pinnacle because they prefer shopping at it and the better movie experience. Once phase two of the Pinnacle happens with the zip lines and roller coaster and stuff. It's going to by FAR blow anything out of the water entertainment and shopping wise that we have in this area away. I think Bristol is aiming to be a smaller Pigeon Forge and it looks to be taking shape. Bristol is becoming the new hub of the Tri-Cities. JC is mostly at a stand still and Kingsport is failing.
