I know someone on this forum will know! Was on my way up to see my granddaughters last weekend, and passed a field with several round blue things on my right, as I was heading towards Knoxville. This was after the rest stop and before the Baileyton exit (#36). It looked like there were birds of some kind around them, but I'm not sure.

Maybe round bales of hay, covered with plastic to keep them dry? Just a guess because I have no idea where you're talking about. But if they are very large and round, that would be my guess.

Was it roosters ? I noticed several fighting roosters in the northeastern area.

The roosters on the right of I-81 South are in cages and I don't think that they look round nor blue nor do many birds hang around.

I believe this is old 55 gallon plastic barrels cut in half with holes cut in them and that is where they keep roosters. I cant remember exactly where this is located but is is on the right going toward Knoxville. Most of these are fighting roosters. Not illegal to raise them just cant fight them. There is a lot of this goes on toward Cocke county i believe.

I think the roosters are before the rest stop?

I think you're right, utvols21. They looked like part of a barrel, and are definitely not round hay bales. they reminded me of dog houses.
