I've got my eye on a small place across the road from the Nolichucky
just outside of Erwin, but in Washington County. In Florida, I could
act as my own contractor if building my own home or adding an addition,
so long as I pulled the permits and met existing code. Is the same
true in Tennessee?? The place has potential and enough room to
push out an exterior wall for added space.

From my understanding (which could be wrong!) yes, it is the same, you do have to have the wiring inspected though. If this is in county limits, that is about it. If it is in city limits, different story, you need more than that inspected. Yes you can pull your own permits. But you really need to call the Washington County building dept. to be absolutely sure! Easier to do that than pay fines and re-do down the line.

Default Wash. Co. zoning office

I have stopped into the zoning/permitting office before with another inquiry. It's next to the courthouse [or was in spring of 2008] You may wish to call or write them about what types of permitting is required for addition projects such as you are contemplating.
