Hwy19 through Maggie to Cherokee is VERY windy and steep in places and seems to take forever. The only problem with you second route is that you can't get to Newport on 40, the rock slide happened before that I believe. I would suggest 40 to 19/23/70 (the one that brings you into Waynesville NC) then on to almost Bryson City, but north through Cherokee and through the parkway into Gatlinburg.

FWIW, I-40 in NC is closed at exit 20 so you can still take it past Canton to 19/23. Going the Hot Springs route would probably add 30 min. or so to your drive. I think the route suggested by mbmouse -- I-40 to 23/74 to 441 would be your best bet, though personally I'd prefer to jump on the Blue Ridge Pkwy. somewhere along the way.

...and, all the bbq restaurants on that route are horrible.
