Ever since we've moved to Oak Ridge, my wife has been wanting to get up close to the Windmills above Oliver Springs. I've tried to find directions, but I contradicting things.

Is there a road that goes up there that anyone can drive up, or do you need to have the use of an ATV?

great question! I didn't know about them. There's a little video of them here City of Oliver Springs.
If you type 'windrock oliver springs' into google, you may be interested in the results and can probably find your answer.

the windmills are on privately owned property = coal creek mining and manufacturing company. you can call the company at 435-1251 and ask about access (hint: they do charge a daily fee and it is not cheap). the directions: hwy 62 (Illinois Ave) west into Oliver Springs, go past the ramp that says "downtown" and take the 2nd road to the right (Windrock Road). It leads to the base of the mountain where the windmills are. It is a paved road most of the way up, then gravel well-maintained so you don't absolutely need a 4-wheeler to get up there.
