I wonder if you are looking in the right place. What you need to do is click on the city-data logo at the top left of this page - then you will come to a page where you click on the state. Next a link comes up to websites for all cities/towns above 6000 people.

Knoxville is in a valley (surrounded by mountains). Usually, if it's raining at my house,one or two blocks away the sun is shining. So, yes, it can rain here every day, but sometimes, only in 20% of the valley. Somewhere there is rain, but also the sun shines in another neighborhood.

No, not at all. There are days of high pressure with no rain anywhere in the region.

My estimation is that there is rain at some point on 30-35% of the days at one location, maybe bump that up to 45% if you count the whole valley.

The only way a weather website can say it rains every day is if they are looking at calendars over an extended period of years, say 5-10 years. Then yes, absolutely on a particular date you are certain to get rain on some year.

This would be in contrast to some parts of the country that have dry seasons when rain is pretty rare.
