looking for home in desirable neighborhood in the $350,000-$400,000 range. prefer active area
outside city with lower temperatures in summer. not any tourist area.

Knox County really isn't touristy.

The area outside Farragut seems to be mostly broken up into neighborhood enclaves. We're close to the lake, Turkey Creek, parks, walking trails, etc., and have fairly easy access to the mountains and downtown Knoxville.

But I can't promise cooler summers. You'd probably have to go to a higher elevation for that. (Knoxville isn't one of those hot concrete cities. It's an overgrown town with a fair population spread out over a large area. So it's not that much warmer than the surrounding area.)

Knox County is firmly in the valley and subject to the hot humid summers typical of anywhere in the southeast. You have to find high elevations to get a slightly cooler summer. The plateau and higher in the mountains is where you will find those conditions, however with a cooler summer you also get more winter conditions too.
