I once bought a 30 year old townhouse in another state and they had a program called "Energy Efficiency Mortgage" where I bought the place and the cost of replacing the old central a/c unit and water heater as well as upgrading the attic and wall insulation was rolled into the loan so I had no out of pocket expense. I wanted to replace the windows with new dual panes also, but that would have taken it over the dollar limit.
