If he has the car there already, he will need to use it or the battery will die and the tires will get flat spots. Picking up groceries weekly is probably a good enough use for it.

You shouldn't need to own a car just to go to routine doctor and dentist appointments and you don't need to take a 2 hour bus ride across the valley for that either. There is no reason a car cannot be rented for those kind of "few times a year" errands where the bus is going to be a huge hassle due to time and distance. For shorter trips near the strip, a taxi might be faster and cheaper than a car rental or maintaining a car year round.
If he has friends miles away that he wants to visit and they don't want to come to the strip with him and he likes to go hiking and take road trips every weekend, then that is a different lifestyle where he will need a car.
You do know that you can still use public transportation and own a car, right?

As for the car battery issue, unless he never uses it, it won't be a problem. Chances are, he'll use it enough that it won't be a problem. And regardless of how little or much he uses it, he should always properly maintain his car. As long as he does that, he won't have those issues.

Update: I've had several friends offer to drive my car out from the east coast. Once I decide on a a place this week, I'll decide if I need the car right away or not.
