Can anyone suggest good seafood restaurants that are not on the strip and are not too pricey ($15-20 entrees is reasonable)? I don't think I want to pay casino prices for meals while on vacation. From my experience here on the east coast the casino food tends to be very expensive. Is it the same there?

Crab Corner or Hot N Juicy Crawfish. They have reasonable prices. I think Hot N Juicy was shut down for failing a health inspection, but I think it's open again now.

How are McCormick & Schmicks or Joe's Seafood on the strip? Are they worth the prices?

McCormick has good food. If you go Mon-Fri between 330-630 they have an awesome bar menu. Everything is under $10, you can have a really nice meal for $15 per person. You have to go to the bar though. I haven't been to Joe's so I can't comment, but stone crab legs if cooked right are AMAZING!

Your price range targets off strip chain restaurants like Joes Crab Shack and Red Lobster.

FWIW, not every restaurant on the strip is a rip off. Some most definitely are(ZOMG $15 for pancakes!!!!), but not all. For places that are worth the price, I'll start with Mon Ami Gabi at Paris and Grand Lux Cafe at Venetian and Palazzo. Also some places such as MGM properties have lots of fixed price menus at several of their restaurants that provide a good dinner at a decent price.

Seafood specific gets pricey though. Maybe try Al's Oyster Bar at Orleans.

Although "casino prices" aren't much different from Off-Strip restaurants IMO, unless you mean the so called gourmet restaurants on the Strip, here are three of the best. Note that we are in the desert and Las Vegas is not known for great seafood.

Kings at The District at Green Valley Ranch, plus the other restaurants out there are mostly nice too. Restaurants in The District at Green Valley Ranch - Henderson Restaurants, NV

The Tillerman: the Tillerman - Las Vegas

Landry's: Landry's Seafood

The Tillerman and Landry's aren't too far off the Strip so easy to find.

Also there is a pretty good seafood restaurant in the Miracle Mile inside Planet Hollywood but I can't remember the name. Miracle Mile Shops at planet hollywood resort and casino las vegas - Dine + Drink

Some of the casinos have a seafood buffet on Friday night. The one at South Point was $18 and and had plenty of choices.
