I haven't seen 1 bedroom townhouses, but I have seen plenty of 1 bedroom condos and they are not all previously apartments. There even some studio condos in more urban areas.

Yes, studio condos are quite common in cities all over the East Coast, even Chicago. A studio is all a lot of young people can afford in an expensive places like Boston, for example -- and a 1/1 is all the space a lot of older people want to take care of (and pay fees on). They may be difficult to sell in this market since young people are opting for renting rather than buying when they can't be sure of their employment. But a 1/1 is going to be cheaper to live in in every possible way -- lower utilities, lower taxes, in many places lower HOA fees, too. (I wouldn't want to live in a place where owners with 800 sq. ft. pay the same as people in units twice that size, but it happens in some places, so be careful.) And what's better -- buying one good sofa you can use for years or three cheap ones that you need to fill up rooms not even used? If our current mess of an economy and environment has taught us nothing else, I would hope it would be that buying more/bigger space/things than you actually need to create a pleasant life is not necessarily a great idea. Your photos from Condomania look like a perfect bachelor pad to me.

I wonder how those are for noise especially since they are conversions?

I thought North Valley Courts Unit #1s would be nearly ideal being end units not sharing master bedroom walls and not having anyone living below you (only garages). No units above you either (so no footstep noises). However, it sounds like bad neighbors mess up what should have been a very quiet layout for the townhouse because some residents hang out in the garages below playing music and revving loud vehicle motors in makeshift repair shops.

Seems like Chateau Versailles could easily be worse with apartment-grade soundproofing since they're conversions.

There is a detached single family house in Lone Mountain Terraces on Concetta Ave for sale now as a Homepath foreclosure that looks nice enough for $94,900 and $38 HOA. 1358 sq. ft built in 2003, 2 story with a separate A/C unit for each level.
It's still in the period where an owner occupant can buy without investor competition.
If there are no SIDs or master association fees, monthly payments could be not far off a condo.

I sometimes wonder about our HOA and if things are really getting done. Then I hear about some unit's having a lien put on them by the HOA for too many unpaid violations, and not paying their dues. So I think it all takes time. They have to do it in the proper order and eventually it's all taken care of.
A lot of the offenders give up and move away.

I understand that, but if it if there is a health danger, then it needs to be taken car of right away. If you live right above someone who is gassing you and your family with carbon monoxide by idling a car in the garage right above you for long periods, of time you should not wait for the HOA to put a lien on the property.
Those types of issues need to be taken car of on the spot through the police or fire department. There is also supposed to be a security patrol on site that can be called at North Valley Court.
This issue seems to be a bigger violation than just CC&Rs. It is probably illegal.
It's not the same as an issue like someone violating a CC&R like hanging laundry out to dry on their balcony.

I would be skeptical that it is much of a threat upstairs. More to the connected unit and the garage itself.

If in doubt install a CO detector. they are reasonably cheap and you know.

Note that cars are much safer since the catalytic converter.

And your water heater could go bad fill up the house with gas and blow you to kingdom come. It has happened. But it is very rare.

These guys got it from an ATV the article suggests...

If one is concerned I would think think a CO detector would make a lot more sense than calling the zoning people.
