It isn't a water heater. A water heater is supposed to be there and you can control the maintenance of it, but third parties idling their cars in garages below you are not.
If it's a zoning violation, why would you NOT call the zoning people regardless of whether carbon monoxide is at life/health threatening levels? The person running noisy vehicles in his garage has clearly already been warned multiple times by the HOA to no avail.
If it against zoning, it is against zoning regardless of CO level readings. It is not up to other people to buy equipment to protect themselves against someone breaking laws, zoning, CC&Rs etc..

Yeah I am surprised that guy can get away with running a mechanic business out of his garage.

@olecapt - Do you have a step by step list of the entire process of purchasing a condo in Vegas?
What sort of things do I need to have ready (I am a Canadian buying in the US to rent out)
Any questions I should ask about any property I am interested in?

My point is that there are a number of things in garages that can cause problems. An idling car is likely not high on the list. And a car likely belongs in a garage even more than a water heater. There are other places to put a water heater.

I would doubt very much you will get anywhere from zoning. Working on cars in your garage does not violate any zoning code of which I am aware. Even if he brings home work and does it at home I doubt very much that violates the zoning laws. If he is formally running a business there and you have some reasonable proof you might get some where...and in three or six months you might get him shut down...

This sort of thing may well violate the HOA rules however. And they can make it stick if they chose to. If the HOA is not cooperative then you need to get a new board.

Make sure you can rent it out. Check with thee HOA.

I noticed there is a 1022sq ft, 2 bedroom, 1 1/2 bath condo for sale on Black Bear Rd. in Painted Desert at $71,020. From the picture, it looks like it is a 1 story condo that doesn't have another condo above it. That seems nice since you wouldn't have any stairs hassles and also don't have another unit above you if you are concerned about hearing footsteps. Only negative I could see was that it only has a carport for parking. $200 in combined monthly HOA fees.
What condo complex is that and are there many built of that single level floor plan? This is the first time I noticed that floor plan existed there.
