During the vegas summer heat is there a big difference in energy bills between a main floor and second floor condo unit?

Kind of, but not really in mid-summer. Where it matters is early and later in the season when you can get away without running the A/C so much on the first floor but the second floor is a must. In July any and all units are going to be running A/C 24 hours a day.

If you are not running 2 units, I found a way to not run the central unit at all outside of summer and just use a small unit to keep the upstairs comfortable without upsetting the HOA with a window unit.

I've been looking at these too. Are they considerably less expensive than running the central air?

Yes but they are limited cooling to a limited part of the house. You cannot use these in the summer really because they only cool about 15 degrees so if it is 105 outside, you are going to be quite uncomfortable with it. But after the temperatures start falling into the 90s, you can cool about 700 sq ft with one which is how big my upstairs is. And at night you can leave the central AC unit off.
