It is effectively a state agency created by state statute. It is funded mostly by sales tax, fares and advertisement.

That is pretty much standard in NV...see CCSD or the Southern Nevada Health District.

It is only indirectly controlled by a consortium of local governments who appoint its board.

Stop giving him the answers, olecapt. Make him do his own work for a change, and maybe the "is the moon made out of cream cheese/why is the sky blue/why is water wet" questions will cease.
