Problem was the renters. They didn't cut the bushes. Sent me a warning then 3 days later, sent me a letter of determination that I have been fined 100.00 every 14 days until the bushes are cut. Part of me doesn't want to cut it due to the way they handled this. What can they do to me??

From my understanding, a lot. Talk to them for a reduction or pay it and move on. Anything else and you'll only create more headaches for yourself.

They can lien your house, plus they can tack on late fees, fines and attorneys fees. That $100 could get expensive.

HOA is not going to fine someone within 3 days of a new issue. They don't work that fast. Something else is going on such as it being a repeated or long term violation or previous notices were ignored.
You are responsible with providing the HOA with the correct address to reach you if you don't live there.
If you take care of the issue quickly now they might reverse the fine.
You can probably charge the tenant for the cost of the fine if they agreed to take care of the landscaping and they knew what the standards were and you let them know it was in violation in a timely matter.
