Personally, never. Buffet to me is mediocre food and lots of it, which is exactly the opposite of my dining patterns. (When I was a kid, I liked buffets)

I'd rather have good food in small portions, whether it's at a nice restaurant, or a cool little dive. For off-strip steakhouses, I recommend the Austin at Texas Station, though it's been awhile sine I've been there.

Planet Hollywood buffet is the best one and consistently voted as such.
M Resort buffet is good also.

The Rio buffet off the strip is not what it used to be.

Its typically all you can eat meat which the bring fresh cooked and almost smoking to your table. Fogo De Chao opened last fall here in LV. Its a chain restaurant and very good. Lunch is better value. That also includes all you can eat salad so in a way Brazilian steakhouses are a buffet.

I've worked in enough buffets to not want to eat at very many of them. Not that there's anything unwholesome about the food. But it appeals to the "bang for the buck" market segment. Not the "give me the best you've got" segment.

Sterling Brunch, the Brazilian steakhouses, Simon brunch are the exceptions.

The rest, they have to make a profit, which means that SOMETHING has to give considering the price of the buffet. That something is food cost.

Anthony Bourdain famously wrote that the only people left after the all-you-can-eat sushi buyers left the fish wholesaler were the cat food buyers. Think about that.

I know about the Brazilian steakhouses and Sterling, but what is Simon's?

I love Bourdain. Kitchen Confidential should be required reading for anyone considering opening a restaurant. I suppose if it was, we wouldn't have the entertainment of Restaurant Impossible on Food Network, though.
