If I recall correctly, Rock Springs Vista was the first community out in the far west neck of the woods. Nope... now that I think of it, I think it was the Lakes and Spanish Trails which are a bit further south. Of course, Rainbow was like the Autobahn back then because there wasn't really much of anything west of it.
I believe you are correct about it being mid-nineties when they started building Summerlin.

Sun City Summerlin began in 1988. Had over a 1000 units by 1990. The first non Sun City was I believe Las Colinas which opened in 1990. There was a lot of Desert Shores and South Shores in by 1990.
