Now that the city has been incorporating those Clark County island parcels, I thought I would revive the conversation on annexation. It seems like its happening all the time. I have read that the city made an agreement not to actively annex unincorporated county land in certain areas of the northwest unless the property owner initiates it, but the city can still annex anything it completely surrounds whenever it wants, unless more than half of the residents object to it.

In the NW the City of Las Vegas will never get 50% agreement to annexation except in small isolated parcel cases where the owner sees some advantage. Classically it has gone on on the border where the owner is looking to change the zoning. That is harder nowadays as the agreement between the City and County tends to prevent zoning changes.
