silly question, what about moving to a different unit within the same complex? or would that constitute breaking the lease agreement?

There's probably a transfer fee and possibly a waiting period before you can transfer.

Nothing worse than irresponsible pet owners. Regardless whether they know it or not, it is not cool to leave a dog on a balcony in an apt complex for a length of time. Especially in heat. If you can't keep the dog inside when you leave, you shouldn't own one or you should take it to doggie day care.

That said, there are ignorant pet owners and always will be. I suggest you type up a letter stating your concerns and put it on their door. You can do this anonymously. I would start there. I did and it worked for me. I do think they didn't know the dog barked constantly, I mean never stopping, all day and night. It is like a Chinese water torture to me and Lord knows what kind of torture the dog is feeling.

Great thought. Though none of us got to it.

Tell the management that you will be glad to move to another unit. If they have one you can deal with and do it for you. Or they can shut up the dogs.
