Went tonight with four adults and three kids, all for free. Be sure you go all the way up to the open air observation floor, the first stop is the enclosed observation deck. They also had some locals only deals at the ticket counter like $89 dollars to jump off the tower instead of $110.. I was tempted but didn't do it.

I would guess the best time to go would be during the day time? probably can't see nothing but lights at night( actually can you keep going back? Maybe I can try daytime and nighttime)
For the least amount of wait time I would guess to go as soon as they open at 10am or go late at night
