I asked the same question and got different answers.

My conclusion:

You are right I found the thread. The final conclusion from the newspaper is still not clear:
Vegas turned into friendly hangout for 'Hangover' team | Las Vegas Review-Journal

"They created a scenic lookout 20 minutes west of the Strip for the film’s climax"

I'm thinking they may have enhanced it to look like a tourist scenic view with the rails concrete etc.

I saw the movie a week ago and thought it looks like that pathway up behind Rhodes Ranch west of Fort Apache. There is a dirt path up a hill there and what looks like a small platform like area. Never been up there, but the angle of the shot looks very similar. It's either that or some area just north of there in South Summerlin.

I'm not convinced it doesn't exist. It's 20 mins west of the city according to film makers. Yes it may be enhanced but the place does exist.

Is there a You Tube of that scene? The last scene I found was an interior when they all wake up in the hotel suite.

That is what I am thinking. It mentions that specifically in the newspaper article. The could always add the metal rails and the binoculars one way or another.

Its pretty obvious they filmed real shots and all, whether the actors stood in that spot is all that's left to question.
