Most towns and cities have ordinances with very specific times for construction noise.
Where I used to live in WA, it was 7am - 7pm.
You'll have to google your particular location to find the ordinance.

It varies by area. We start at 5am.
Some of the strip construction happens at 2am on.

CONSTRUCTION START TIMES (SUMMER HOURS AND CODE)
The city of Las Vegas Municipal Code, Section 9.16.030 (noise ordinance) talks about noise and construction start and stop times in Las Vegas. Christopher Knight is the director of Building and Safety and can be contacted at (702) 229-6092 if you have any questions. The code states, in pertinent part:
"The following acts, among others, are declared to be noise disturbances and noises in violation of, and unlawful under, this Chapter, but this enumeration shall not be deemed to be exclusive:
The erection, including the excavation, demolition, alteration or repair of any building in any new or existing residential district or section, or the excavation of any street or highway in any new or existing residential district or section other than between the hours of 7 a.m. and 6 p.m. except in the case of urgent necessity in the interest of public health and safety and then only with a permit from the director of the Department of Planning and Development, which permit may be granted for a period not to exceed thirty days while the emergency continues. If the director of the Department of Planning and Development should determine that the public health and safety will not be impaired by the erection, demolition, alteration or repair of any building, or by the excavation of any street or highway, in any new or existing residential district between the hours of 6 p.m. and 7 a.m., and if he further determines that loss or inconvenience would result to any party in interest in such erection, demolition, alteration or excavation, he may grant a permit for such work to be performed between the hours of 6 p.m. and 7 a.m. upon an application being made therefore at the time that the permit for such work is issued or at any time during the progress of such work."

Exception:
During summer months, because of excessive heat here in the Las Vegas Valley, contractors are allowed to appear at the Building Officials Hearing Committee to request an early start of 6 a.m. This committee meets on Tuesday mornings and can be attended by scheduling an appointment at 731 S. Fourth St. Las Vegas, NV 89101. The fee for an appeal to the normal ordinance is $100. The end date for the option to start early is Sept. 30. After this date the heat is gone and the early start is no longer needed.
