They are starting to offer more comps for locals. Most notably partnering with Station Casinos. While it's true that out of towners get more rewards to choose from, you still have an opportunity to get things for free (well except for your time to play) and that's not easy to come by

They get a discount, usually 10-15%.

Tuscany has a great staff with a cheerful dispostion unlike many other casinos here in town. I enjoy working with their gift shop and they in turn look to give me more business.
