Is there a cross street that acts as the city limit on that side of town ?
Also are there any masterplanned communities in the Valley that are entirely or partially zoned county?
Might be a stupid question but I believe Las Vegas is the first city I've lived in that has seemingly random blocks that are considered county, surrounded by city.

Wrong and wrong.

The southern city limit between Ft Apache and Durango is Desert Inn, so neither are in the city limits.

Best map I've found to see the city limits is: City of Las Vegas Interactive Map

Having a Las Vegas mailing address is not the same as being within the city limits of Las Vegas.

Summerlin is partially Clark County. There are also County Island in NLV and I think Henderson. The Pig Farm for instance is in the County but embedded in NLV.

Part of Rhodes Ranch is in the town of Spring Valley and part of it in the town of Enterprise.
