If you're still looking spread the word that pulls on heartstrings....age, health, where the thief may have left him...and hopefully someone will own up. Someone may have seen something or heard something from the neighbor.

Anyway, since you asked, here's part (but not all) of the language that I rely on:

DOGS; BARKING AND OFFENSIVE
  1. . No person shall keep or harbor a dog which shall by any noise, unreasonably disturbthe peace and quiet of any person in the vicinity. The phrase"unreasonably disturb the peace and quiet" shall include, but is not limited to, the creation of any noise by a dog which can be heard by any person from any property line. The noise must occur over at least a five minute period of time without any interruption of thirty (30) seconds or more.
I'm done with this thread. Enjoy!!
That reads a little differently than your "my HOA prohibits barking dogs" statement.

Dogs? Rooster? Hell, we get helicopters flying 50 feet above the house very, very early.

I truly hope you get your dog back, it's a very sad situation for sure. When you do, I would recommend, as would most pet experts and shelters, do not leave your dog outside while nobody is home. If you work during the day, there are plenty of reliable dog walkers in the LV valley who can walk your dog for 30 or 60 minutes so it gets exercised and can go to the bathroom. I've been a single dog owner for years and even though I have a fenced in yard he's only allowed out in it while I'm home. If I'll be gone for more than 6 hours, the dog walker is coming to take him out.
