We have a weight limit on dogs in our condo complex. I see more and more dogs that are over our limit. I have talked to the HOA and they said they can't do anything. They say the people can get certificates online that says they are service dogs. Is this true? How anyone else had these problems?

You don't even need a certificate. Legally, the only thing that a business may ask is, "Is this a service animal?" and "What function does it perform?" If they ask anything else they are open to a lawsuit. I've heard some landlords demand a letter from a doctor. There is a group of attorneys who go around looking for violators and then sue once they identify them.

Is the SIZE of the dog really the problem, or is it the dog's behavior? If it's a behavior issue, that's what you need to discuss with the HOA.
ie if the dogs are left alone and barking all day, address the noise violation with the HOA.

The problem is always the owner. Large dog = big poop. Too many not picking up the sh*t and they have their dogs use the soccer field for dumping.

Owners don't like having their dogs go on their own land, but rather take them on walks to dump on other's property.

Absolutely not. I always carry a bag when I walk my German Shepard and I always clean up after him. My neighborhood even has stations that supply bags and have waste receptacles.

Most dog food is 75% filler that passes right through. Buy the best dog food and there is very little to clean up.
