I am moving to Nevada in or around Las Vegas. I would like to find a safe, affordable (700-850/month) apartment that has access to public transportation.

I am moving from Mississippi and have never been. Any help is appreciated.

Where do you need to be? Las Vegas is 30 miles wide. You can locate somewhere reasonable in any quarter except the NE

Standard tactic would be to go the Budget Suites or such on arrival. The one on Tropicana near Wynn is not bad and there is also one on Rancho and one on LV Blvd S. That are livable. If you want Public transit you need to be on a major arterial. The obvious ones are Charleston, Sahara, Desert Inn, Tropicana. Remember it gets hot here and you don't want long walks or waits at 110. You may do well as it is dry enough it is probably no worse than a Mississippi 90 or 95.

You forgot to mention Flamingo Road which probably has the most concentration of apts, townhomes and condos from East Flamingo all the way to West Flamingo, with 24/7 bus line and centrally located in comparison to the other streets you've mentioned.

That was my first thought. Why ? More information needed before we can make a decision on really good advice. The first thing that pops into my brain, is don't do it. Not without more information. Is it a military thing?
