As WestieJeff says, your 2006 Mazda will almost assuredly pass the emissions test. It is pretty much a no-brainer.

The most common cause of the check engine light (if it is on) is actually that the gas filler cap isn't screwed on tight enough. Just unscrew it and then rescrew it on solidly. My old Jaguar needed a new gas filler cap to pass CA emissions; the emissions test there was different from here - they put attached a vacuum hose to the cap to see if there was a gasket leak. A year or two after I bought the new gas filler cap, the OEM cap was recalled.

no you need a Nevada out of state inspection and a Nevada smog before you get plates. you turn in your out of state title, pay a title fee and are issued a Nevada title (the title may not be required since the car is 8 years old)
