Well my question was also about contractor recommendations and not sure the building department would have helped there. I now got valuable recommendations via PM. It would be better to read and evaluate the entire post before making "smart" comments...

If this wall is a low wall and away from the house, it can be considered a landscape or gardening wall/divider, which only required HOA approval.
