All of the high performing schools in Clovis are excluded from the Fresno data. That would be the equivalent of taking out all of the schools in Henderson and Summerlin for CCSD's data, which would obviously skew the results.

In addition, I encourage you to look up how the NAEP is administered. The NAEP is not a test that every student takes, rather a small fraction of the students selected at random to take one of the sections of the test. Compare this with the ACT that assesses all high school students in English, Math, Science, and Reading, or the SBAC which assesses all middle school students in English and Math.

The point you are working of course says simply there is no comparison that can be made of CCSD as it is unique. At that point however the rules of such analysis is you cannot compare it to any other school system as it is unique. So you can make no judgement about it.

So your view has to be that CCSD cannot be compared or judged.

No. I'm pointing out the bias in data that compares an entire metro area's schools (Las Vegas) to only the lowest performing districts in other metro areas. If you're going to compare CCSD to other metro areas, you need to include the suburban and rural schools in that metro area and not just the lowest performing urban districts.

NYC does not use PARCC or Smarter Balanced. They don't require their students to take the ACT or SAT. The only national accountability they have are AP exams, in which only 4.8% of the students in NYC took, and only 2.5% passed. Those numbers are abysmal.

Any data that measures all of the schools in a metro area could be used to compare with CCSD data. Washoe County School District is one area that is a direct comparison, but even Fresno would work if they tested all schools in Fresno and Madera County instead of just the schools in Fresno Unified.

The best way to compare is to find a common test between cities, then compare how each school performs on the assessment. Here is how CCSD high schools compare to Metro Detroit high schools on the ACT test:
