We paid first months and a deposit at our current apart for a 12 month lease, the lease is now almost up, we live with two other people and have odd schedules. When paying rent they will only take 1 paycheck so our roomate took a check down and dropped it in the after hours drop box. The box goes inside the building. our rent is due between the 1st and the 3rd. We got a call on the 4th from the management stating they had not received the check.
They said it must have blown out of the drop box after being extremely rude about the whole thing. We have never been late making a payment but they took our deposit, the full amount of rent and charged a 200 dollar late fee which our room mates paid.
I don't know a lot about renter tenant laws but this does not sound right to me, i have heard of taking the deposit in leu of a late fee or rent but not doing all of the above. And I was always told there is usually a small grace period after the late date especially if it is first time thing. Now they want us to pay 10 dollars for every stain they find on the carpet, 10 for every bulb thats out.....

Is this legal?

i don't know the number off hand (someone will chime in, i'm sure) but i think that a security deposit cannot be used towards rent.. it is for damages... you need to check you lease on late fees etc.... i dont think that what's happening to you is legal at all.

Generally, scummy apartment managers get away with stealing tenants' deposits because the deposit amount is less than what you end up paying to fight them. Take plenty of pictures before you move out, then if they don't give you your deposit, send a certified letter demanding the deposit back. This is a required step if you wish to file a suit in small claims court. Find out if they belong to the better business bureau, because complaints against their BBB track record can also produce results.

Here in New York, many tenants don't pay the last month's rent and let the landlord keep the security as rent. Not technically legal but then it is on the landlord to collect for damages if any. For minor damages (wear and tear) the landlord generally doesn't bother. But that's New York.
