It was at one time. It's one of the reasons that led to its decline. The population changed rapidly as poorer people from New York City, Delaware and Philadelphia moved in. This created a lot of issues with crime on The Boardwalk. Then, when casinos opened up in Connecticut, Pennsylvannia and Maryland, there was less of a reason to visit Atlantic City, so tourism declined as well.

Atlantic City has really gone down the drain over the years and turned into a really crap hole town with lots of crime.

What kept Las Vegas "safe" from the 1950s through the 1980s was its relatively small population. It was smaller than Bakersfield, at that time. It also still had a Western ethos, and the Mormon/LDS population was very dominant in local politics. Plus, you had the mob people from back East mixed in. The Mormons made the rules and the mob enforced them, for the most part. That all went away in the late 80s and early 90s with the big corporate take overs, the sprawl and the huge jump in population.
