Same deal around Nellis AFB, North Las Vegas has allowed houses to built directly under known flight paths.

I went over to the house on saturday. Channel 13 was out there taking photo's. That is just scary..being on the end of the runway like that. As soon as the planes start going up, they are over the homes. Most of the time though, they get to where they are going.

The houses came long after the runway at NAFB was built. However, any loaded tankers or aircraft with live ordinance have to take off northbound, no matter what the winds are to help prevent extra fratracide.

The couple that was killed were retired ex-New Yorkers..having moved here 10 years ago to enjoy their retirement years...

They do. An aircraft must have an FAA Airworthiness Certificate in order to fly. In the case of certified aircraft manufacturers, they get a Standard Certificate that applies to a model of aircraft after that model has been tested and approved. Aircraft that don't qualify for a Standard Certificate must meet the requirements for a Special Certificate, which includes a physical inspection of the aircraft by an FAA inspector.

There's nothing inherently dangerous about so-called "experimental" aircraft, despite the name. There are tens of thousands of such aircraft in the U.S. alone, and like any other aircraft, the overwhelming majority never have any problems.
