I'v seen Condos from 25k to 250k. Whats the deal with this place? Good neighborhood or bad?

Condo/Hotel with all kinds of litigation problems. If you got cash and a stomach for the un-known, go for it. No lender will touch this one. HOA fees are over $400 a month.

Just curious. Do other condo complexes have their by-laws and HOA docs. online for anyone to read?
We recently looked and are still looking at condos. The docs. seem to be so private in some cases...

With most you have to pay for them. You might find some examples online.
