NFR is the National Finals Rodeo and it takes place in early December, not November. It ends around the 15th and the days after that until a day or two after Christmas are almost always the lowest of the year in people and prices. With business like it is now you probably can get a high end room in that time for something like $69/night and the lower end places on the Strip will be $20-25/night. But it is dead like you cannot believe, most of the casinos bring on a minimal dealing crew which works ok because many dealers use that time to go see family and get back in time for the busy New Year's run.
