Highs in the mid 40's and upper 30's isn't exactly brutally cold. Now it could be if you accidentally lock yourself outside in your underwear while getting the morning paper. But not if you are fully dressed with a warm coat on.
Want brutally cold? How about 50 below 0? That's about as brutal as it gets.

Everything unhealthy you do in life in life could be considered a slow suicide. Is a smoker suicidal? Is an obese person who goes to too many buffets suicidal?
